Install boot loop issue with Monterey on MacBookPro7,1 (mid 2010)

I've seen other post on here from people caught in boot loops while trying to install OCLP for the first time. But I didn't see any quite like this. Any advice?

I'm following the instructions from https://Dortania.github.io/OpenCore-Legacy-Patcher/INSTALLER.html

Installing Monterey onto a 2010 Macbook Pro 13" that has a High Sierra partition and a Mint Linux partition. I'm trying to replace the High Sierra partition with Monterey.

For over 12 hours it's been stuck in this loop where it boots into OCLP, then into "Mac OS Installer." It then goes to the apple logo progress bar which goes up to around 30% then stops, and reboots after it's stopped for about a minute.

I tried holding option and booting into my macOS partition, but that just goes to the 🚫no-symbol and stops.

I tried to boot my Linux partition. It boots, eventually, after a long delay during which it shows this:

Message when booting Linux partition after failed OCLP install

I reinstalled High Sierra and made a new OCLP installer on a different USB.

Tried again with the same result, it's doing the same loop again.

I took a time lapse video you can see as a gif here:
