Signing into iCloud

Is it normal that attempting to sign into iCloud on a Hackintosh just keeps looping with the prompt to accept the terms of service for iCloud? There's also no error message either, it's just the terms of service, also I'm unable to change my Apple ID picture as clicking edit doesn't open anything either

This is on Mac OS Catalina by the way and the Serial Number I'm using has an unconfirmed purchase date, iServices (iMessage, FaceTime, etc) do work though as i am able to receive iMessages and incoming FaceTime calls
