The reason you do not see OC bootpicker is because the EFI->OC->Resources folders NOT fully populated. You need to download the OC bootpicker GUI files from here and replace your Resources folder with the one you download even after fixing this Resources folder, there are many things wrong with your EFI config for OC. You should really follow this Dortania Guide here for Ivy Bridge systems.
