MacBook Pro (13-inch, 2017, 4) SSD, Camera and Touch Bar not working

I managed to install Windows 11 on external SSD. I

ve also install High Sierra on external SSD, but can only boot in safe mode as the system loops trying to install critical firmware update. Is there a way with OC to bypass this logic and boot normally into HighSierra?
