How do I make a bootable mac usb with persistance on Windows?

I know that there are some guides sort of on this topic but they are quite dated and dont help.

But on step 2 winpackapp.py just says "missing files" (I choose 15.1)

Even If I do get that to work im not even certain that it would be what I need
