does sequoia ACTUALLY improve performance?

since sequoia mostly just looks cool, and i've been having a few bugs with sequoia (specifically with the screensavers), i've been thinking of switching so sequoia. however, i've already been through a few issues regarding seqoia's performance (specifically weidly slow final cut pro performance), and i wanna know, if these issues will persist/become worse or at the best case scenario, go away. i also have a weird issue with a black screen during late stage boot (for around 9 - 15 seconds after the apple logo reaches about a quarter of the way there), and i hope it can be resolved, if not with an EFI tweak, with an update.
