CPUfriend and power management only works on Catalina but not big sur or above or Mojave or below on Thinkpad t470

I posted something similar before and didnt get really helpful answers but acfer building my EFI for my Thinkppad T470 with an i5-6200u from scratch using the MacBook Pro 13,1 SMBIOS it seems cpufriend only works with catalina where the power usage is 0.60-0.70 watts and the CPU sits at 800mhz but on anything below it like Mojave or Big Sur or above it seems the CPU is stuck at 600mhz which kind of makes things choppy yet it draws like 1.3-1.5 watts of power and Im not sure what I did wrong in my EFI as I tested another one and adapted it didnt have the issue on big sur and above but I wanna use my own.
