Can't Disable Lockdown Mode on MacBookPro11,3 on macOS Sequoia

I tried doing a full wipe of my entire MacBook (without restoring my backup) to test if this would fix it, but it's on by default and can't be turned off. Clicking Turn Off Lockdown mode in Privacy & Security Settings gives me the password prompt to disable it, but nothing happens after I hit enter. I also tested this with macOS Sonoma (clean install) and have the same issue with the same behavior. By clean install I mean I erased the entire APFS partition/SSD before installing again.

This issue is not present in macOS Ventura. I tested this with clean installs for all these OSes. The main thing that's annoying about Lockdown Mode for me is having to manually disable it for each site I visit in Safari.

I tried using a terminal command to disable Lockdown Mode from a blog post I found but it had no effect.

Just posting this here in case anyone relevant sees it, be it an OCLP developer or other users with this issue who might have a fix for this.
