I needed to install it on the hard disk I am using to install Sequoia. If you run into this issue and wonder why your EFI loader is bringing up some kind of random Windows installer error screen this is probably why.
Of course I haven't touched this installer since installing Sonoma, so it could just be me not following instructions.
