[HELP] Two Finger Scrolling not working + Mouse randomly stops moving

Hello everybody I was wondering if anyone could possibly help me with the following issue I am facing, Two finger scrolling gestures do not work and the trackpad/cursor will suddenly stop moving unless I let go of the trackpad and wait 30 seconds to a minute for it to start working again.

I've tried everything to fix these issues but nothing seems to work and I've gone through every "fix" to it in this subreddit so I believe it is something that I am doing wrong or something that I probably didn't read regarding these issues

The laptop is a Dell Latitude 5400 running MacOS Ventura 13.6.9 with a PS/2 controller keyboard and a ALPS trackpad
