Stuck In Boot Loop During MacOS 12 Install

On my Dell Inspiron 3521, I am trying to dual boot Mojave & Monterey.

After installing Mojave, I used the offline installer to install Monterey. However, I got stuck in a boot loop. This is the complete recording from start to finish:
