How do I stop the Books app from being enabled in iCloud and from enabling Reading Goals?

I am running Sonoma (14.6.1) on a mid-2017 MacBook Air. I use the Books app a lot, but it keeps enabling itself in iCloud no matter how often I disable it. When it gets enabled in iCloud, Reading Goals gets turned back on in Settings. Is this happening to anyone else, and is there a solution to stop it from happening?
