HELP! DUAL GPU QUESTIONS, RTX 2070/RX 580

GPU1: RTX 4070 (for Windows)
GPU2: RX 580 (for macOS)
RAM: 32Gb
Mb: Asus prime b760m-a wifi d4

I managed to install macOS and disable the RTX GPU, and everything works perfectly there, but I’ve encountered a couple of issues.

Issue 1:
How can I completely disable the RX 580 in Windows? I’ve already disabled it in the Device Manager, but the fans are still spinning, which is really annoying. I’d like to find a way to completely turn it off in Windows.

Issue 2:
Every time I switch between systems, I need to manually change the display cable from one GPU to the other, which is quite inconvenient. I tried connecting two cables to my monitor—an HDMI to the RTX 4070 and a DisplayPort to the RX 580—but this didn’t work as planned. It seems that during boot, the system gets confused about which GPU to use, forcing me to disconnect the cable from the unused GPU and restart the computer.

Question:
Is there a way to set up the system so that Windows automatically uses the RTX GPU on boot and macOS uses the RX GPU, or is there another solution to simplify this setup so I don't have to constantly switch cables? It’s quite cumbersome.
