Can't create ESP partition

Hi, I have laptop Dell 5450 latitude with Intel I7-5600U ( https://www.amazon.com/Dell-Latitude-E5450-Processor-Windows/dp/B07VSBW38Z ) and i can't create ESP partition. I ordered a new SSD but it didn't help. It shows shadow and can't click it. Does somebody have something that will help? The new SSD is 2.5" Patriot P210 with 256GB. I tried it at mini PC that has 2.5" SSD but from Samsung and it work just fine so i really don't know how to fix it. Thanks
