Does Time Machine Backup Everything as in EVERYTHING?

Title. I'm talking about system files.

So.... if Time Machine does in fact backup everything including the OS, does this mean I can replace my PC's drive and clone the Time Machine drive to the new drive?

Btw I'm running on Sonoma.
