Busy timeout 'ARPT' when trying to boot macOS Monterey and newer

On my laptop (Dell Latitude E6230, i7 3540M) anything above macOS Big Sur will upgrade successfully, but then refuse to boot after a while. It gets stuck on the following: "busy timeout: 'ARPT', [disk name]", and after a lot of waiting "busy timeout, 'ARPT', [disk name], 'IOResources'" Unfortunately, searching on the internet doesn't yield any useful results. (I only get results for other types of busy timeouts, but not this one)
