System is laggy, but stable?

Hello. I am running a Gigabyte B660M Auros Pro, Intel i5-12400 Alder lake CPU, and Sapphire RX 6600XT.

The system is stable, and nothing crashes. Sleep, etc everything works. However, chrome and other apps appear to be laggy and run slow. This usually only lasts for a few seconds and then returns to normal, but then gets laggy again. Usually while playing YouTube or something.

Graphics acceleration appears to be working, I see the GPU and 8gb VRAM in system info, and chrome appears to show GPU acceleration working. So what could it be? Any help is much appreciated
