After trying and failing for over 12 months on different PCs, I have finally managed to successfully install Big Sur on my little mini PC. It took a long time, researching this SUB as well reading dortania guide multiple times but got there eventually. Big thanks to this sub and dortania guide.

Dell OptiPlex 3020M USDT i3 4160T 3.1GHz 4GB DDR3 RAM

Ethernet works, cant test bluetooth or wifi as I dont use them on this PC.
