Dell Latitude 5580, installed Ventura, CPU throttled to 800MHz?

First timer here. Followed Dortainia guide & installed Ventura and all is good except for one thing I can't figure out, looking for some pointers. System seemed kind of slow, and checking CPU freq yields this: (no matter what load is going on, meaning I can start up an IDE and it'll stay at 800Mhz, just take way longer than it should)

  • System is a Dell5580 laptop, i7-7820HQ (Kaby Lake), Intel HD630 (Has a GeForce 940MX but not enabled)
  • Verified some system BIOS Intel settings including: Speedstep Enable, TurboBoost Enable, HyperThreading Enable
  • Using prebuilt SSDT-PLUG-DRTNIA.aml

It seems like the fans just run low constantly, so I'm assuming it's just throttling the CPU. I'm so close to having this working great but this weird throttling thing is a real make/break for practical use. I also have a specific question: can this be related to how the OC was configuring during the OS install, or does that not matter? Meaning I don't want to spend a bunch of time tweaking my EFI just to realize I have to reinstall macOS to fix this. (I assume not though, seems these things should be taken care of at boot level).
