Stuck on exiting bootstrap mode

I've seen some posts about it maybe being a gpu issue (I have an rtx card but I've disabled it), but no solution worked for me. It is running a Ryzen 9 but I'm not trying to get graphics acceleration or anything, just installing and booting into macOS is fine.
