Open Core and unrelenting Remote Management Mid-2012 MBP and how to get rid of it

to start off, I'm fine with whipping my SDD there is nothing currently on it that will be lost. but WTH is going base system I install on to 10.12.1 (Sierra), then OCLP to 14.0 and I get this dreaded thing. I can't get out of it, restating only gives me minute or two before it comes back up.
