GPU fans not activating under load in Windows+Ventura Dual boot.

Hi, I recently began taking an personal educational dive into the macOS by seeking to dual boot my custom rig between Windows 11 & macOS Ventura. A couple of days ago, I successfully installed Ventura on a secondary M.2 SSD. As far as the Ryzentosh, everything has been a smooth success minus a refresh rate bug.

My problem started showing tonight under Windows. I was simply browsing the web when my system shutdown. After the reboot, I had a hunch to check MSI afterburner, and found the GPU temp was hovering above 50-60 Celsius on idle when before I did anything with the Hackintosh side, was running at 29-31C. My GPU settings are their factory defaults and the fans are supposed to run once temperatures hit 50C, but now, they have not been running automatically, and I must set them manually in Afterburner for the fans to spin at all, and which makes them spin all the time. The fans also spin automatically in the UEFI as normal, stopping once Windows is booted, but now never resume automatically especially when under load, which makes me think the issue is software related.

This has only appeared to have started today. All I did with the Hackintosh side was copy the EFI folder to the second SSD, and I set the second SSD as the boot drive to bring up the Opencore menu. (With BBS Hard Drive Priorities in bios, if that helps.)

I'm not sure what I may have done wrong to create this issue, since I followed the guides and everything besides this and macOS bugs has been smooth sailing.
