Something up with Monterey security settings?

I'm running Monterey 12.3.1 which I installed fresh on a new drive and then restored from my old OS drive (Big Sur). OpenCore bootloader (0.8.0), more hardware info at the bottom of the post.

Whenever I download a file I try to open it and get this message. I sometimes get this message when I have renamed or edited a file I have created and try to open it. I can sort this by running xattr -cr on the file in termal, but it's not practical to have to do this on every file I download or edit.

I am guessing there must be something wrong with my security settings, and I've tried to explore this in the OpenCore config but I am stuck.

Does anyone have any suggestions of what this might be or what I should try?

Intel 9900k

Radeon RX580 8GB

Fenvi T919 Wifi and Bluetooth

Generic Firewire 800/400 PCI card
