X99 Haswell Power Management beyond High Sierra

I have a ThinkStation P910, running 10.13.6 perfectly. I can boot it either with clover or opencore, geekbench scores are fantastic and the machine is rock solid.

I moved up to Catalina 10.15.7, however geekbench scores plumetted even though I had done the opencore 'patches' with the various utilities, etc, multicore was 40% down from 10.13.6.

Does anyone here, have a 2P E5 V4 machine, running 10.15 or newer, with proper power management (speedstep/c-states/turbo)?
