I was able to resurrect this dusty Core 2 Duo machine for watching videos. It streams 1080p from my Plex with no problem and can do basic browsing which is exactly what I was hoping for.
I randomly saw this article on 9to5Mac about installing ChromeOS on old Apple hardware.
There's a free version of CloudReady which allows you to install a basic edition of ChromeOS. After install you can enable the Linux VM shell and do more useful things, like run Neofetch! /s
