Can only boot into os if installer usb is plugged in

Hey I have a weird situation. so I have mac os on an ssd from my ryzen hackintosh, so I want to transfer it to a different system. So I created an efi folder for the new system, and I put it on an installer USB everything boots up and works(but it only works if its plugged into an usb 2.0 port). So I copy the efi folder to the ssd and I try to boot from it but it goes straight into bios settings. So I tried plugging the usb back in and boot from it, but instead of selecting install mac of big sur I selected the ssd and it booted up fine with no issues. I read the it could be something with xhci but the vanilla guide said to turn off XhciPortLimit if running macOS 11.3+. Any Idea what I can do?
