Stuck in an OpenCode / Mojave reinstall loop could it be the Preboot volume?

I reinstalled Mojave 10.14.6 / Opencode 0.6.7 over 10.14.4 from a USB. At the final reboot, I selected the macOS boot option. This takes me back to the reinstall screen (without the USB). Running through this reinstall process ends up with the same result... selecting macOS boot brings me to the reinstall screen, again. I'm stuck in a loop.

I learned that booting APFS loads and executes from the Preboot volume before the macOS volume. Can someone list the directories of their Preboot volume? I am suspicious of my layout:

  • /uuid-of-my-macOS-volume/
    • com.apple.installer/
    • System/
    • Library/
    • usr/
    • var/

Can anyone mount and list their Preboot volume and let me know that mine is not whacked out? I am suspicious of the com.apple.installer directory.
