Can i get a full installer for my com.apple.recovery.boot folder?

I need a wifi connection to install macOS because the file I have in the folder above is not the full installer(needs download from apple's servers), is there any way that I could put a full installer in there? The files I have there now are BaseSystem.chunklist and BaseSystem.dmg. Any help would be appreciated!
