11.2 -> 11.3 update fails again - SIP issue?

It's weird but I cannot seem to perform Big Sur updates anymore - the update downloads, the machine reboots, the update goes through the installation (progress bar with 9 minutes remaining, 8 minutes remaining, etc), but when it's done it goes straight into macOS (without rebooting) and I'm still on 11.2.

And to try again I have to download the entire 6 GB update again because for some reason macOS doesn't cache the downloaded update file.

This exact same thing also happened with the 11.2.1, 11.2.2 and 11.2.3 updates, under OC 0.6.6, 0.6.7 and 0.6.8. The only way I can update my OS is a complete wipe, create a new USB installer and reinstall from scratch.

Is this a SIP issue? Locked OS partition? I've tried it with SIP enabled and disabled, no dice. NVRAM resets, ditto. Tried with SecureBootModel Disabled and Default both no success either.

Hardware: Asus H110T, Core i5-7400
