Buying a mac mini for iOS dev...what is the cheapest year/model I can get away with buying?

I'm eyeing a used Mac Mini:

• 2012 model
• 500 GB HDD
• 4 GB RAM
• 2.5Ghz Intel Quad-Core i5

Is this enough for iOS dev in 2020? Can it run the latest OS?

I have an old macbook pro laptop (2011) but the screen is way too small and I prefer a real keyboard+mouse+more power

I am open to making a hackintosh but dont' want the headache and this particular 2012 model is selling refurbished at $350, which is pretty darn cheap.
