Can somebody recommend a .plist editor that works on windows, nothing work for me

I am trying to edit clover config.plist on windows but couldn't find a way to do so. i can't find the right online tool to convert the hex values to base64, like the one that exists already in the config.

I don't have access to a mac so i can't do it there
