Fenvi FV-T919 Bluetooth card not working well with Z390 mobo

I recently upgraded my PC's CPU and mobo and now my Fenvi FV-T919 card is not working well at all. WiFi seems to work fine enough, but Bluetooth is basically useless. On macOS Bluetooth is detected but I can't find any devices when trying to pair. On Windows I can discover and connect to devices sometimes, but the audio stutters unbearably on multiple pairs of headphones and frequently disconnects. I have tried multiple PCI slots, multiple USB header ports, and of course made sure my antennas were screwed in well. Since I upgraded my rig I can't easily test the card with my old mobo, but before upgrading it worked very well. I also tried disabling my onboard WiFi in my BIOS which does not seem to help. Any suggestions would be greatly appreciated.

FWIW I am upgrading from a i7 4790k on a Gigabyte Z97X-UD5H to an i9 9900k on a Gigabyte Z390 Ultra.
