Can only connect to 5 GHz Wifi Networks with Fenvi AC1900

So, I have a Fenvi AC1900 Wifi card that I got to add Wifi to my Hackintosh, and I have the strange issue where I can only connect to 5 GHz wifi networks. Unfortunately, my computer is in a part of a house where 5 GHz doesn't get great signal.

Honestly, I'm leaning toward it being a hardware problem--since I can't connect to 2.4 GHz in Windows 10 either(and it won't connect to a 2.4 GHz network on my phone). I've tried different PCIe slots (I'm currently using an x1 slot, but I've tried other ones). I installed AirportBrcmFixup in Clover (I already had Lilu), and I messed with setting the country code as a boot flag, which didn't fix anything. But I figured this would be a good place to ask, in case I am missing something obvious.

If I do end up having to send it back, is there a budget card that people have had good luck with (or is this one fine and I just got unlucky).
