HP Elitebook Folio 1040 G3 can't get to the installer

I've tried using rehabman, I've tried preconfigured EFI folders, can't seem to get to the OS installer. I've tried using -v -x no dice. Usually stops at Legacy sim 2, or the apfs_module_start:1683 panic.

Does anyone have a working hackintosh for this model that they can share their EFI folder?
