Has anyone been able to enable HEVC decode on AMD cards using the vanilla guide?

I have a Readeon RX 460 running Mojave 10.14.6 but can't seem to enable HEVC decode. I used the vanilla guide to setup this system. I found a thread here but I'm not using OpenCore for this build, I used Clover when I set it up a year ago
