Clover can't see my ssd on 2nd phase of installation

I've formatted my ssd as APFS and can run the initial phase of the installer from USB. Towards the end of the initial installation phase (2 minutes left) the installer seems to reboot suddenly, then when clover loads, I only see my usb installer (no ssd to continue installation). If I continue with the usb installer a 2nd time, it ends up on a garbled screen with circle and slash.
I filmed the installation log so I can slow down the super fast part at the end, and I saw it spit out:
"Failed to set NVRAM property"
"disk24s1 is not convertible to APFS: You may not install to this volume because it can not be converted to Apple File System (APFS)"
"Tried to remove quarantine bit for /Volumes/macOS Base System 1"
"[default] Failed to open file <private> [2: No such file or directory]"
My destination disk is formatted ahead of install for APFS, so I don't know why this would be an issue.
MOBO: Gigabyte x299 Designare ex
CPU: i9-7940x (skylake-x) GPU: Radeon VII
RAM: Corsair Vengeance LPX 3200mhz 2x16gb (previously 8x16gb, but I removed most of the RAM in the off chance that it was causing a problem).
*edit: I wanted to mention I'm using the vanilla intel guide linked in the sidebar. The only adjustements I've made are to include a TSCAdjustReset.kext to make everything play nicely with the skylake-x processor, EmuVariableUefi driver (in an attempt to solve the NVRAM issue, but the same thing happened without it), and opted to use OsxAptioFix3Drv
