Still wating for root device. (motherboard: epc621d8a, no usb 2)

I get "Still wating for root device" and forbid symbol when I preinstall catalina with usb boot.

My motherboard is epc621d8a, and it has usb3 only.

I have tried USBInjectAll.kext , but not work.

Any ideas?
