Does anyone know how to format a disk partition into APFS but from Windows ?

I am trying to dual-boot Catalina with Windows 10. My previous dual-boot (Mojave and Windows 10) was a success but I had to format the disk partition into HFS from Windows using Paragon Partition Master, and yes, only from Windows since the HFS/APFS format fails while on disk utility on my USB stick. And since Catalina only accepts installing into an APFS partition, I am stuck.
