Is there a program for PC i can use to set up my USB to use the OS X Extended?

In the vanilla hackintosh dekstop guide it says that to build the usb installer i need to set up the usb the following way:

"GUID Partition Map"

"1 Partition"

"OS X Extended (Journaled)"

Are there any programs that makes me able to do this on a pc?
