How does one get macOS to build a Hackintosh (since you can't buy macOS) if they don't already have a Mac?

I don't own a Mac and don't have access to one. I am a long-time 25+ year Windows user. I would like to build a Hackintosh, but it doesn't seem like there is a legal way to do it unless I buy a used or new Mac so that I can download macOS. Am I missing something?
