NGFF Card not showing up?

Okay, here's the system I'm using that everything except BT/Wifi is working for:

Toshiba Tecra Z50-C Laptop, 16gb ram, 6600U Skylake, 100 series chipset.

Okay, so everything was working but it comes with the intel NGFF wifi+bt chip, so obviously that wasn't going to work.

So I purchased the Dell DW1560, which uses the broadcom BCM94352Z chipset, includes BlueTooth and I know it's supported in MacOS, however it needs kexts, etc. That's all good.

The problem that I'm having is that it's not showing up at ALL. I used a Ubuntu boot disk, and was able to see the 43b1 chip attached. I went into Windows and had wifi but no bluetooth (drivers, easy fix)

So at this point I know the computer hardware is functional here.

Now, when I go into IORegistryExplorer, there's no sign of it anywhere. Not at all. It's almost like the PCI-e port isn't being found, or if it is it's not passing information through from the device itself.

I'm kind of stuck at this point; Whatever is happening, it's almost as though the hardware isn't responding or the OS can't leverage the NGFF port somehow.

I'm totally at a loss to see what the next steps for troubleshooting should be. If the hardware itself isn't even showing in IORegistryExplorer, I'm not sure how to get it into view. Other PCI-e stuff is showing just fine.

Suggestions, ideas, help?
