Bluetooth Not Working

Hi.

I can't get bluetooth to work. The icon in the menu bar shows "Bluetooth: Not Available", there is no Bluetooth item in Preferences, and Bluetooth PAN in Network is not connected. WiFi works just fine, and all USB 3 ports work. My NIC is the recommended TP-Link Archer T9E 802.11AC AC1900.
