Windows not recognizing USB after writing .raw file with Win32DiskImager

Hackintosh noob here.I have a Dell Inspiron 15 7559 (i7-6700HQ,16GB RAM,GTX 960M) and I am trying to install Sierra on it for Xcode(Learning iOS app development), but when I write the macOS sierra.raw file using Win32DiskImager , it says "Write Successful" but windows is asking me to format the disk in order to use it.But then I cant change the config.plist file. Please Help
