Poor Performance On Nvidia 1070 Even With Web Drivers Installed and Active

Hello All,

I have a 1070 and on Cinebench I'm only getting about 45fps vs most people are getting 120fps+ so this problem is baffling me. It performs like trash on even 2D games, but I can watch 4k YouTube videos, however the reason why this is driving me crazy is it can make the UI be quite laggy sometimes. The GPU performs just fine on windows. I am running a Ryzen 1700 however I do not think it is the fact that I am running AMD as others on the AMD forums do not have this problem. Any help will be greatly appreciated, and if needed I'll post my config.plist.
