Automatically Boots to Windows instead of Clover when Shutting Down, but boots to Clover when restarting from windows

Everytime I shut down my computer from windows, my PC skips the clover boot Manager. I’d need to manually go to my bios manager if I want to access clover. This only happens when shutting down from windows, but not shutting down. So I suspected it had something to do with windows not fully shutting down. At first I tried turning off hibernate, but sadly, did not work. Attempted to turn off hybrid shutdown, but there was no option to do so in my power options. Feels like I’m SoL, any ideas? (I am dual booting from one NVME drive)
